The superintendent, with the approval of the Public Works committee shall have the authority to decide any question which may arise and which is not fully covered by any of the provisions contained in this chapter, and their decision in such cases shall be final.

Prior to the adoption of 6497 on 03/24/2010, Section 13.56.580 read as follows.

A. The superintendent and water committee shall have the authority to decide any question which may arise and which is not fully covered by any of the provisions contained in this chapter, and their decision in such cases shall be final.

B. The superintendent of the water department is authorized to appoint a deputy field collector whose duties shall be, in general, to visit delinquent premises and to receive moneys tendered by said delinquents as payment of water charges past due and delinquent, and to issue receipts therefor, and whose duties in detail shall be outlined by the water superintendent. The deputy field collector shall give a surety bond to insure the faithful performance of the said duties in a sum not to exceed five hundred dollars ($500.00); provided, that such deputy field collector shall be appointed from the regular department force and shall receive no extra compensation therefor.
