Any adult person or other group desiring to do any act mentioned in the preceding section shall first make written application for a permit to the chief of the fire department of the city. The form of the application and the criteria for issuance, denial, or issuance with conditions shall be the same as used by the state of Washington in processing applications for the corresponding state license. Applications for permits for public display of fireworks shall be made in writing at least ten (10) days in advance of the proposed display.
