No owner, manager or person in charge of any theater, moving picture show or other place of public entertainment or operator of any moving picture machine within the city of Aberdeen, shall refuse to permit the chief or any member of the fire department of the city of Aberdeen to make any inspection of such theater, moving picture show or other place of public entertainment as authorized by this chapter.
