The public works committee shall generally supervise the functions of the city council in connection with matters affecting: engineering, including construction, planning and codes in connection therewith; streets, alleys, traffic wharves and bridges; all aspects of the water, sewer, garbage, and other public utilities of the city; the obtaining and supplying of water to the city and others; the ecology, environment and beautification of the city and shall make reports to the city council for its consideration.
