The arts commission shall adopt procedural rules governing the transaction of business. The Rules shall include provisions for the date, time and place of regular meetings. Provisions shall be made for maintaining minutes of the meetings and records of all reports, conclusions, and recommendations. The Rules shall provide for the annual election of officers for one year terms which shall include a chairperson and a vice chairperson. The mayor shall designate a city employee to serve as secretary to assist the arts commission in maintaining its records and providing notice of meetings.
