Individuals interested in serving on the arts commission may apply to the Mayor for consideration at any time. Prior to submitting the name of any appointee to the city council for confirmation, including initial members, at least two weeks advance notice shall be published in a local newspaper of general circulation stating that a vacancy exists and interested individuals may apply to the mayor for consideration.
