There is hereby created a fund, to be known as the Community Service Center Fund, of which the city treasurer shall be custodian. There shall be paid into the fund such moneys as the city council may from time to time order, any and all moneys that may be donated to the city for the repair, renovation, or operation of the Community Service Center and all income generated by rents or user fees for the Community Service Center. the moneys in the fund shall be expended only for the maintenance, operation, repair, renovation, and expansion of the Community Service Center and other related purposes.
