The city council shall adopt personnel policies to provide a uniform system of personnel administration throughout the city's service, to protect and clarify the rights and responsibilities of all city employees, and to insure that recruitment, selection, placement, promotion, retention and separation of city employees are based upon the employee's qualifications and fitness and are in compliance with state and federal laws.
