A. Nondiscrimination Policy. It is the policy of the city that employment shall be based upon merit and fitness, free from discrimination as to age, sex, marital status, race, color, creed, national origin, political affiliation or handicap.

B. Exclusion. This chapter shall not apply to the following offices: mayor, council member, elected officials and members of commissions and boards, unless particular provisions clearly include incumbents of such offices.

C. Conflicts. Nothing in this chapter shall be construed to conflict with or invalidate state law relating to the subject matter of this chapter, nor to take precedence over civil service regulations as to those employees covered by civil service.
