Whenever there is need, the secretary shall make public notice inviting qualified persons to apply for employment in the civil service and for admission to the examination scheduled to establish an eligibility list. Persons desiring to compete for such positions shall file applications with the secretary on forms supplied by the city of Aberdeen. Notice of the time and place and general scope of every examination will be given by the commission by publication in the city's official newspaper, at least two weeks preceding such examination and such notice shall likewise be posted for two weeks at the City Hall, and such additional places as may be directed by the city.
