The chief of police and fire chief, may, from time to time, provide proper rules and regulations governing their departments, which rules and regulations shall be signed by the chief of the department and shall be posted in a conspicuous place at the department and shall be in effect from and after the posting, which rules and regulations may be changed from time to time by the chief of police or fire chief.
