The commission shall certify to the clerk all removals from or appointments to places and offices in the classified civil service, and all vacancies occurring therein, whether by death, retirement, resignation or dismissal. The finance director shall not draw or pay any warrant, or be in any manner concerned in paying any salary or wages to any person for services as any officer or employee of the city under civil service unless and until the certificate aforesaid is on file.
