A. The annual report of the bureau of fire prevention shall be made on or before the 15th day of January and transmitted to the chief of the fire department so as to be included in his annual report to the mayor or city council. It shall contain all proceedings under this chapter, with such statistics as the chief of the fire department may wish to include.

B. It shall be the duty of the chief of the fire department to investigate and to recommend to the city council such additional ordinances, or amendments to existing ordinances, as he may deem necessary for safeguarding life and property against fire, and to include such in the annual report.
