Except as provided in this title, no building or structure shall be erected, reconstructed or structurally altered, nor shall any building, structure or land be used for any purpose except as provided and allowed in the zone in which such building, structure, land, wetland or water is located and the other requirements of this title. Nor shall any lot or parcel of land be created, partitioned, divided or subdivided except as provided and allowed in the district in which the land or lot is located and the other requirements of this title. Nor shall any lot or parcel of land which was created or subdivided in violation of this title be sold.
