In their interpretation and application, the provisions of the ordinance codified in this title shall be held to be the minimum requirements of the promotion of the public health, safety and general welfare. Except as specifically herein provided, it is not intended by this title to repeal, abrogate, annul, or in any way impair or interfere with any existing provision of law, regulation or permit previously issued, relating to the construction, establishment, moving, alteration or enlargement of any building or improvements, nor is it intended to interfere with or abrogate or annul any easement, covenant or other agreement between parties.
