No building shall be constructed upon any parcel or lot of land within the city of Aberdeen which land does not abut upon any street or alley, unless and until an easement or right-of-way is granted to and accepted by the city of Aberdeen sufficient for proper ingress and egress to said property and for the purpose of laying and constructing necessary water mains, sewer lines, power and telephone lines and other necessary public utilities for the purpose of serving said property.
