Annual CPI Adjustment. The rates established above shall be increased automatically each year, beginning with January 1, 2025, based on the change in the Consumer Price Index (CPI) for the greater Seattle area for the twelve (12) month period of July 1st to June 30th immediately preceding the date of the increase; provided, that the annual CPI adjustment shall not be less than zero (0) percent and shall not exceed five (5) percent.

B. The city council may by resolution establish a charge for the connection of any parcel to the city’s storm drainage facilities to reflect that parcel’s fair share of the cost of the existing city storm drainage facilities serving the parcel.

C. The public works director shall establish appropriate fees for the review and inspection of storm drainage facilities proposed and constructed by private development.
