A. All fixed rates, flat rates and ready-to-serve rates for water service by the city shall be billed and payable monthly.

B. All metered water accounts shall be billed and payable monthly. Metered accounts shall be charged the minimum meter rate, together with a charge for water used in excess of the minimum rate during the preceding period. Meter readings shall be made monthly.

C. All water charges shall be paid at the finance department during regular business hours. In the event the water charges are not received within twenty-one (21) days of date of billing, the same shall be delinquent. When the twenty-first day falls upon a Saturday, Sunday or legal holiday, the date of delinquency shall be the next following business day. In the event of any delinquency, the City shall have all remedies as provided in this chapter or by any other applicable law, including, without limitation, liens and/or shutting off the service. A delinquency charge will be assessed against the account, regardless of whether the water has been shut off or not. Whenever water service is shut off by reason of delinquency a servoce restoration charge shall be made in advance to have water service restored.

D. Before any water service is shut off for delinquency, the director shall provide written notice of nonpayment at least 10 days prior to actual shut off of service. The written notice shall be mailed to the premises' occupant and owner or owner's agent, if the owner provides written instructions to mail notices to an agent. The notice shall include the following information:

1. That payment for service is overdue, the total amoutn due, and that the statutory lien may be imposed;

2. That service will be shut off unless payment in full is made to the City within 10 days; that tenants in possession will not be required to pay delinquencies for previous occupants who moved out before the currect occupants moved in;

3. The address and telephone number to contact for billing information or to request a hearing;

4. That service will not be shut off while a hearing is pending;

5. That the City will charge a shut-off and turn-on fee before service is resumes following a shut-off of service.

Prior to the adoption of 6497 on 03/24/2010, Section 13.56.540 read as follows.

B. All metered water accounts shall be billed and shall be payable monthly, on the first day of each calendar month. Metered accounts shall be charged the minimum meter rate, together with a charge for water used in excess of the minimum rate during the preceding period. Meter readings shall be made monthly.

C. All water charges shall be paid at the finance department during regular business hours. In the event the water charges for non-metered accounts are not received within twenty-one (21) days of date of billing, or within twenty-one (21) days in the case of metered accounts, the same shall be delinquent, and the superintendent of the water department shall have authority to shut off the water to the consumer's premises. When the twenty-first or fiftieth day falls upon a Saturday, Sunday or legal holiday, the date of delinquency shall be the next following business day. A five dollar ($5.00) delinquency charge will be assessed against the consumer, regardless of whether the water has been shut off or not. Whenever water service is shut off by reason of delinquency a twenty-five dollar ($25.00) charge shall be made in advance to have water service restored. (Prior code § 10.18.560)

Prior to the adoption of 6252 on 06/28/2000, Section 13.56.540 read as follows.

A. All fixed rates, flat rates and ready-to-serve rates for water service by the city shall be billed and payable bi-monthly, in advance, on the first day of alternate calendar months. The superintendent of the water department shall divide the water accounts affected into two groups and shall stagger the billing so that one or the other group shall be billed each month, the exact manner of division to be such as will result in the most efficient billing system. The amount to be billed each consumer on a bimonthly basis shall be twice the established fixed, flat or ready-to-serve rate.

B. All metered water accounts shall be billed and shall be payable monthly, on the first day of each calendar month. Metered accounts shall be charged the minimum meter rate, together with a charge for water used in excess of the minimum rate during the preceding period. Meter readings shall be made monthly.
