The permits herein provided for shall be issued by the city engineer, shall describe the portion of the streets or alleys to be laid with pipes or upon which telegraph, telephone or electric light wipes are to be constructed, and shall designate the particular portion of the street or alley in which pipes are to be laid or upon which wires are to be constructed.
