It is unlawful for any person, firm or corporation for any reason to tear up, remove and disturb any portion of any street, alley or sidewalk or to construct any sidewalk or footwalk on any street or any driveway across said sidewalk without first securing a permit therefor from the city engineer of the city of Aberdeen. Application shall be made to the city engineer for such permit and shall be in such form as prescribed by the city engineer.
