A. Except as provided in Section 6.04.060, it is a violation for any person to own, possess, keep, or harbor any dog or cat over six months of age within the city unless such animal is licensed and a license tag attached as provided in this chapter.

B. Licenses shall be issued by the city upon payment of the required city license fee:

1. Annual licenses issued after the first day of November of each year shall be valid until the last day of December of the next following year.

2. Lifetime licenses shall be valid for the life of the animal.

C. Before a license is issued for any dog or cat, the owner must certify under penalty of perjury that the animal has been vaccinated against rabies.

1. For annual licenses, a certification of vaccination signed by a licensed veterinarian, and showing that the vaccination does not expire prior to the expiration date of the license, must be provided upon request.

2. For lifetime licenses, a copy of a current, unexpired certification of vaccination signed by a licensed veterinarian must be provided to the city. The original certification must be provided upon request.

D. Before a license is issued for any dangerous dog the owner shall present sufficient evidence of:

1. A proper enclosure to confine a dangerous dog and the posting of the premises with a clearly visible warning sign that there is a dangerous dog on the property. In addition, the owner shall conspicuously display a sign with a warning symbol that informs children of the presence of a dangerous dog;

2. A surety bond issued by a surety insurer qualified under RCW Chapter 48.28, in a form acceptable to the animal control authority in the sum of at least fifty thousand dollars ($50,000.00), payable to any person injured by the dangerous dog; or

3. A policy of liability insurance, such as homeowner's insurance, issued by an insurer qualified under RCW Title 48 in the amount of at least fifty thousand dollars ($50,000.00), insuring the owner vs. any personal injuries inflicted upon another person by the dangerous dog.

E. The following license fees shall be paid upon application for a license:

1. Unneutered or unspayed dogs, twenty-five dollars ($25.00);

2. Neutered or spayed dog.

a. Annual license, five dollars ($5.00);

b. Lifetime license, thirty dollars ($30.00);

3. Unneutered or unspayed cats, fifteen dollars ($15.00).

4. Neutered or spayed cats.

a. Annual license, three dollars ($3.00);

b. Lifetime license, twenty-five dollars ($25.00).

5. Seeing eye dogs or other dogs trained to assist disabled or handicapped persons, no fee for annual or lifetime license.

6. Dangerous dog, five hundred dollars ($500.00), annual license only.

7. Government police dogs, no fee.

F. The license and fee requirements of this section shall not apply to dogs owned by nonresidents temporarily within the city for a period of not more than thirty (30) days, or to government police dogs.

G. The license applicant shall be required to furnish proof that a dog or cat has been neutered or spayed and may be required to present a certificate from a licensed veterinarian to that effect.

H. License tags shall not be transferable. No refund shall be made of any license fee for any reason.

I. In the event any license tag is lost, a duplicate shall be caused to be issued by the city upon presentation of the original license receipt and upon payment of three dollars ($3.00).

Prior to the adoption of 6313 on 12/12/2001, Section 6.04.020 read as follows.
