The finance department shall have responsibility for the financial administration of the cumulative reserve fund for revenue stabilization. These funds shall be used solely during the year for the purpose of guaranteeing an adequate flow of monthly revenue and shall not be used to subsidize operational expenses or for any other purpose without an approving vote by a two-thirds majority of the city council.
