If the city council determines to offer any such property for sale, for which no application for purchase is pending, it shall cause the value of said property to be fixed in the manner herein provided,

shall pass a resolution providing for said sale at public sale to the highest and best bidder, for a price not less than the minimum price fixed by the city council.
