The levying and collection of assessments under this chapter shall be administered by the finance director of the city of Aberdeen, who may seek the advice of the downtown parking and business improvement district committee. Any person aggrieved by a decision of the finance director may appeal that decision by a written notice of appeal served on the finance director within ten days of the date of the decision. Such an appeal shall be heard by the downtown parking and business improvement district committee, or a subgroup of that committee appointed by the chairperson. The committee shall promptly schedule the matter for a hearing and shall render a decision within ten days after the conclusion of the hearing. The petitioner or the finance director may appeal a decision of the downtown parking and business improvement district committee to the city council by serving a written notice of appeal upon the Mayor and mailing a copy to the chairperson of the committee within ten days after the date of the decision. The city council, or a subcommittee thereof appointed by the mayor, shall conduct a hearing on the matter. If the hearing is before a committee of the council, the committee's decision shall be submitted to the full council for approval or modification. The decision of the city council shall be final.
