The purpose of the parking and business improvement district is to aid general economic development and neighborhood revitalization, and to facilitate the cooperation of merchants, businesses, and residential property owners in order to assist trade, economic viability, and livability through:

A. The acquisition, construction or maintenance of parking facilities for the benefit of the district;

B. Decoration of any public place in the district;

C. Sponsorship or promotion of public events which are to take place on or in public places in the district;

D. Furnishing of music in any public place in the district;

E. Providing professional management, planning, and promotion for the district, including the management and promotion of retail trade activities in the district;

F. Providing maintenance and security for common, public areas;

G. Levying special assessments on all businesses and multifamily residential or mixed-use projects within the district and specially benefited by a parking and business improvement area to pay in whole or in part the damages or costs incurred therein as provided in this chapter.

Prior to the adoption of 6394 on 02/22/2006, Section 3.100.020 read as follows.

The purpose of the parking and business improvement district is the acquisition, construction and/or maintenance of parking facilities for the benefit of the district. Without limiting the stated purpose of the improvement district, the initial purpose is to maintain unmetered, time-limited parking in the district and to provide funding for parking enforcement for the benefit of the district.
