The mayor, or if he is unavailable, the president of the city council shall proclaim in writing the existence of a civil emergency resulting from a disaster caused by enemy attack, sabotage, or other hostile action, or by fire, flood, storm, earthquake, or other natural cause, when it appears that the imminent threat of death or injury of persons, or the destruction of property requires, in his judgment, extraordinary measures to protect the public peace, safety and welfare.
