Any action by the city council or a city department that proposes an expenditure of public funds for public art or the acceptance of a donation of public art shall be submitted to the arts commission for prior review and comment. The commission shall submit a report on the proposal within ninety (90) days of the submission unless it determines that additional time is required to consider the proposal as part of a larger planning process or public art project being developed or reviewed by the commission. The report shall include an analysis of the extent to which the proposal is consistent with the goals and policies adopted by the arts commission. The city council may amend a proposal after receiving the arts commission report without submitting the amended proposal to the committee.
