The board of park commissioners shall organize by electing one of its members president, and one of its members secretary of the board. It shall hold regular and special meetings as its members themselves determine. Two of its members present at any regular or special meeting shall constitute a quorum for the transaction of business. The board of park commissioners shall have control and supervision of all parks belonging to the city and shall have the power to prescribe rules and regulations for the government and management thereof, which rules and regulations shall be enforced by the police department.
