The board shall adopt bylaws governing the transaction of business. The bylaws shall include provisions for the date, time and place of regular meetings. Provisions shall be made for maintaining minutes of the meetings and records of all reports, conclusions, and recommendations. The bylaws shall provide for the annual election of officers for one (1) year terms which shall include a chairperson and a vice chairperson.
