A personnel committee is created consisting of the mayor, the president of city council, and the chair of the finance committee. The personnel committee shall be responsible for studying, developing, and recommending policies affecting the city’s personnel system and is advisory to both the mayor and the city council. As the mayor may request, the personnel committee shall advise the mayor on the selection, appointment, discipline and removal of department heads. The personnel committee shall also serve to advise the city council on requests for exemptions to the personnel policies or compensation plan of the city.
