The tenure of classified members of the civil service shall be only during good behavior, and any such person may be removed or discharged, suspended without pay, demoted or reduced in rank, or otherwise disciplined for any of the following reasons:

A. Incompetency, inefficiency or inattention to or dereliction of duty;

B. Violation of law, of official rules, regulations, policies or orders, or failure to obey any lawful or reasonable direction when such failure or violation amounts to insubordination or serious breach of discipline;

C. Mental or physical unfitness for the position which the employee holds;

D. Acceptance for personal use of a fee, gift, or other valuable thing in the course of work when given in the hope or expectation of receiving a favor or better treatment than that accorded the public generally.

E. Drunkenness or use of intoxicating liquors, narcotics, or any other habit forming drug, liquid or preparation to such extent that the use thereof interferes with the efficiency or mental or physical fitness of the employee, or which precludes the employee from properly performing the function and duties of any position under civil services;

F. Conviction of a felony, or a misdemeanor;

G. Willful or repeated negligence in performing duties;

H. Misuse of public funds;

I. Falsifying reports or records;

J. Any act or omission sufficient to show the employee to be unsuitable and unfit for public service.
