As an alternative to removal under Section 2.48.010, the mayor may, in his or her discretion, remove any commissioner, but the vacancy thereby created shall be filled by the city council. The mayor shall, within five days, report in writing any such removal to the council with his or her reasons therefor, but the commissioner so removed shall have no right to a trial, hearing or appeal. Vacancies in the office of commissioner occurring in any other way than by removal by the mayor, shall be filled by appointment by the mayor with the consent and approval of the council.
