The purpose of the rules of procedure contained in this chapter is to provide uniform rules for the conduct of all hearings held before the city council, or any board, commission or official of the city, to ensure compliance with the State Open Public Meetings Act, the appearance of fairness doctrine, and due process. A board, commission or official may supplement the provisions of this chapter by adopting additional rules that are consistent with this chapter. All rules adopted to supplement the provisions of this chapter by any board, commission or official shall be in writing and copies of the rules shall be available to the public. The sole purpose of this chapter is to establish procedural rules for hearings required by the provisions of other laws. No rule or procedure established by this chapter shall be construed or interpreted as granting to any person a right to appeal to the city council or to any board, commission or official of the city, or to have a hearing before the same, unless the provision of an applicable state statute, the city charter, or a city ordinance grants such a right.
