An approved special use or unclassified use permit may be transferred from the original applicant to any successors in interest to the applicant for the property which the permit was approved; provided, however, that all of the conditions and requirements of the approved permit shall continue in effect as long as the use continues, or in the case of surface excavations, the site is reclaimed.
