If a responsible person fails to pay the registration and inspection fees by the due date, the city is authorized to take action to collect all fees, including filing civil actions or turning the matter over to collection, in which cases costs incurred by the city because of the collection process will be assessed to the responsible person or responsible persons in addition to the registration and inspection fees.
