A. Purpose. It is found and declared that there exist within the city of Aberdeen dwellings, buildings, structures and equipment occupied or designed for human habitation and other uses which are unfit for human habitation or other uses, substandard and dangerous, and these conditions are the result of inadequate original construction, dilapidation, lack of proper maintenance, overcrowding or other defects. It is also found that these conditions cause danger or substandard conditions to the health, safety and welfare of the general public and contribute to the creation of slums or otherwise blighted areas.

B. Unlawful Acts. It shall be unlawful for a person, firm or corporation to be in conflict with or in violation of any of the provisions of this chapter or Chapter 15.50.
