15.08.020 Permit fees.
A. The city council shall adopt by resolution a schedule of fees for such permits as may be required by the International Code Council and this chapter. Construction valuation for determining permit fees shall be computed with the use of type and construction and square footage cost as prescribed in the latest edition of the Building Safety Journal as published by the International Code Council.
B. Whenever any work for which a permit is required by these codes has been commenced first without obtaining said permit, a special investigation shall be made before a permit may be issued for such work. An investigation fee, in addition to a permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee required by the applicable code. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this code nor from any penalty prescribed by law.
C. A plan review fee shall be paid at the time of a plan submittal. The plan review fee shall be based on sixty-five (65) percent of the cost of the building permit fee.
D. The building official is authorized to make the following permit fee refunds:
1. Any fee erroneously paid or collected;
2. Eighty (80) percent of the permit fee paid when not work has been done under a permit issued in accordance with this code.
3. Eighty (80) percent of the plan review fee paid when an application for a permit is withdrawn or canceled before any plan reviewing is done.
The building official shall not authorize refunding of any fee paid except on written application filed by the original permittee not later than one hundred eighty (180) days after date of fee payment.
Prior to the adoption of 6361 on 06/09/2004, Section 15.08.040 read as follows.
The permit requirements and schedule of fees for such permits as contained in the 1997 Uniform Building Code are adopted.
