A. Development in accordance with a shoreline substantial development permit, conditional use permit or variance shall not be authorized until twenty-one (21) days from the date of filing of the approved shoreline substantial development permit, conditional use permit or variance with Ecology and Attorney General or until all review proceedings initiated within twenty-one (21) days of the date of such filing have been terminated.

B. The date of filing of a substantial development permit is the date of receipt by Ecology of the city’s decision.

C. Shoreline conditional use permits and variances are subject to Ecology review and approval before the twenty-one (21) day period starts. The date of filing of a shoreline conditional use permit or variance is the date Ecology’s decision is transmitted to the city.

D. The date of filing of a shoreline substantial development permit transmitted simultaneously with a shoreline conditional use permit or variance, or both, is the date Ecology’s decision is transmitted to the city.
