A. The Public Works Director shall determins, subject to city council approval and adoption by resolution, standard service fees, rates, and charges for applications, installations, repairs, extensions of service, and other service charges as necessary to implement the provisions of this chapter. If the installation fee or service charge is based on the actual cost of labor and materials for a specific service connection the director shall have the authority to determine the final charge.

B. An installation fee shall be paid to the finance department by the person applying for such installation before the work of connecting the main with the property is begun; provided, that whenever the installation fee is based on the cost of labor and materials as determines by the director and the estimated cost is not sufficient to cover the total expense for labor and material, the deficit shall be charged to the property for which such installation was made and to the owner thereof. If the estimated cost is in excess of the actual costs of installation, any amounts in excess of the standard service connection fee shall be returned to the person applying for the installation. All delinquent and unpaid charges for installations shall become a lien upon the premises supplied and be collected in the same manner as other delinquent and unpaid charges for water.

Prior to the adoption of 6497 on 03/24/2010, Section 13.56.140 read as follows.

A. No service connections less than three-quarter-inch size shall be installed. Three-quarter-inch is the standard size tap for all residences. Anyone desiring a larger size shall obtain the same only by application to and upon approval of the superintendent. The fees for installation of a service connection where the city furnishes and installs the tap, service line, meter yoke, meter and box shall be as follows:

Size 3/4" $ 7 50.00

Size 1" 850.00

Over 1" (actual cost but not less than) 850.00

In instances where the applicant furnishes and installs the tap, service line, meter yoke and box, the fee for installation of a service connection (city installs meter only) is as follows:

Size 3/4" $300.00

Size 1" 350.00

Over 1 inch (actual cost but not less than) 350.00

B. For taps made outside the city limits and main extensions primarily for private fire-control systems that will in no way benefit the water distribution system, the fee shall be the actual cost, to be determined pursuant to subsection (D) of this section, but not less than the fee in subsection (A) of this section.

C. For main extensions primarily for private fire-control systems that will benefit the future development of the water system as determined by the water superintendent, the fee shall be the actual cost of materials only.

D. The cost of labor and materials shall be estimated by the superintendent, and the estimated cost shall be paid to the finance department by the person applying for such installation before the work of connecting the main with the property is begun; provided, that whenever the estimated cost is not sufficient to cover the total expense for labor and material, the deficit shall be charged to the property for which such installation was made and to the owner thereof; and provided further, that any excess payment shall be returned to the person applying for the installation, and all delinquent and unpaid charges therefor shall become a lien upon the premises supplied and be collected in the same manner as other delinquent and unpaid charges for water. This rule shall also apply where exchanges in size of service are made at the request of the property owners. (Prior code § 10.18.100)
