The service pipe must be so arranged that the supply to each separate house or premises may be controlled by a separate meter, and one person must pay for all the water used through said service for his or her own use, or for the use of others to whom it may be accessible.

Prior to the adoption of 6497 on 03/24/2010, Section 13.56.070 read as follows.

The service pipe must be so arranged that the supply to each separate house or premises may be controlled by a separate stopcock placed twelve (12) inches inside the street curb, and one person must pay for all the water used through said service for his or her own use, or for the use of others to whom it may be accessible.
