Upon the presentation at the office of the superintendent of the treasurer's receipt for the installation fees and execution of the contract hereinbefore provided for, premises abutting a street with a city water main installed shall be connected with the city's water main by service pipe extending at right angles from the main to within ten (10) feet of the property line, which connection shall thereafter be maintained by and kept within the exclusive control of the city. All service pipe and connections from the city's meter shall be installed and maintained by the owner or agent of the property served. Any leak or waste of water on the property owner's side of the meter will be charged for at the rate provided for in this chapter, and the owner of services is responsible for all leaks or damages on account of leaks from the service pipes leading from the city's meter to the premises served.

Prior to the adoption of 6497 on 03/24/2010, Section 13.56.050 read as follows.

Upon the presentation at the office of the superintendent of the treasurer's receipt for the installation fees and execution of the contract hereinbefore provided for, the superintendent shall cause the premises described in the application, if the same abuts upon a street upon which there is a city water main, to be connected with the city's water main by service pipe extending at right angles from the main to the curb cock or meter inside of the curb line, which connection shall thereafter be maintained by and kept within the exclusive control of the city. Where meter or curb cock are located within ten feet of property line, all service pipe and connections from such curb cock or meter shall be installed and maintained by the owner or agent of the property served. Any leak or waste of water between the curb cock or meter and property line will be charged for at the rate provided for in this chapter, and the owner of services is responsible for all leaks or damages on account of leaks from the service pipes leading from the city's stopcock or meter to the premises served.
