The council may permit any person to place and keep, any kind of building material in any of the streets of the city, for a period not exceeding three months, but such permission shall not authorize the obstruction of any part of the sidewalk, or gutters, or any crosswalk, nor more than one-third of the carriage way opposite the lot or place where such building is proposed to be erected.
