Except as provided in sections 10.58.060 and 10.58.070, the last owner of record of a junk vehicle, or part thereof, and the owner of the property upon which said vehicle, or part thereof, may be located, shall be liable for any costs incurred in removing, storing, and disposing of such vehicle or parts thereof.
