We, the undersigned, freeholders of the City of Aberdeen, elected at the special election held in said City of Aberdeen on the 28th day of May, 1929, under the provisions of the Constitution and Laws of the State of Washington for advancing from a city of the second class to a city of the first class, to prepare a charter for said city, do hereby certify that the foregoing charter has been prepared by us and is hereby submitted as a charter for said city.
