Upon a vote of nine Councilmen, or upon a petition of 15% of the qualified registered voters of the city, voting at the last preceding general municipal election, any amendment to this Charter shall be submitted to the people for their rejection or approval at the next following general municipal election, and when approved by a majority of the voters voting upon such proposition, such amendment shall become a part of the Charter.
