In order that no inconvenience may arise by reason of a change of the form of a city government, as city of the second class to a city of the first class, it is hereby declared and ordained that no existing right, proceeding or contract shall be affected by the change and that all shall continue as if no such change had taken place. All ordinances of the city now in force which are not repugnant to this Charter shall remain in force until they expire by their own limitation or are altered or repealed by the Council. The provisions of this Charter shall be in force as soon as the returns of the election at which this Charter is submitted to a vote of the people are canvassed and the results determined and certified by the proper officers. If it be found that the necessary constitutional majority of the voters voted in favor of the adoption and ratification of this Charter, notwithstanding the going into effect of this Charter as aforesaid, all elective officers of the city shall continue to hold office and to perform the functions and duties of their respective offices until their successors are elected and qualified under this Charter. All other officers of the city shall continue in office and function as such during the interim.
