It shall be mandatory upon the City Council as soon as practicable after the adoption of this Charter to adopt and put into force in the city, a system of civil service covering whatever department of the city government which the council wishes to designate; Provided, that no employee can be brought under the civil service system or have recourse to the civil service system unless and until he be employed by the city for at least two years.
