All municipal elections held under the provisions of this Charter shall be conducted according to the general election laws of the State, as far as practicable, except as herein otherwise provided. No person shall be qualified to vote at such election unless he shall be a qualified elector of the county and shall have resided in such city for at least thirty days next preceding such election. The Council shall give such notice of each election as may be prescribed by ordinance.
