The City Treasurer, Corporation Counsel, and City Comptroller may each, with the approval of the City Council only, appoint such deputies as may be necessary. Each deputy so appointed shall receive for his services compensation to be fixed by the City Council. The principals shall each be responsible for his acts, and may revoke the appointments at pleasure.
