The elective officers of the City, shall consist of a Mayor, twelve Councilmen, two from each ward, City Treasurer, and City Comptroller, who shall be ex officio City Clerk. The Mayor, Treasurer and Comptroller shall be nominated and elected by the voters of the City at large and the Councilmen by the respective wards.

The appointive officers of the city shall consist of a Corporation Counsel, Fire Chief, City Engineer, Chief of Police, Police Judge, Water Superintendent, Building Inspector, Street Commissioner, Health Officer and the incumbents of such other offices as may from time to time be created by ordinance. The Corporation Counsel, Fire Chief, City Engineer, Chief of Police, Police Judge, Water Superintendent, Building Inspector, Street Commissioner and Health Office, shall be appointed by the Mayor and confirmed by the City Council. All city officers enumerated in this section shall hold office for the term of two years and until their successors are elected and qualified. The elective officers shall take office on the first Monday of January following their election. The appointive officers shall take office upon their qualifying after their appointment and confirmation by the Council.
